Michael Borish is Director of International Housing Finance at Canada Mortgage and Housing Corporation, and President of a consulting firm that bears his name—Michael Borish and Company, Inc. He has expertise in a range of business and financial sector areas, having focused primarily on developing, emerging and transition markets since the late 1980s. This includes engagements and extensive work in the ex-Communist countries of Central and Eastern Europe and the Caucasus, all regions of Africa, all regions of Asia (South, Central and East), the Eastern and Southern Caribbean, the Gulf states of the Middle East, and North America.

He has an MBA from the University of Chicago (1985), and has worked in banking and consulting since then. Primary business activities have focused on:

  • Financial sector assessments (and ratings) for banking systems and non-bank financial institutions.
  • Mortgage/housing finance strategies, mortgage lending institutions, mortgage default insurance, and mortgage securities markets.
  • SME finance strategies, development and other small business lending institutions, business advisory services in support of SME development, and linkages between SME business plans and SME finance institutions’ underwriting requirements.
  • Rural finance development, rural banking systems, and business support services to agricultural cooperatives and farmers’ associations.
  • Alternative lending institutions such as postal networks, credit unions and micro-finance organizations.
  • Private sector development assessments including macroeconomic and business environment considerations, privatization and restructuring requirements, and incentives for small business development.
  • National, regional and global performance assessments of financial services based on comparative benchmarks.
  • Strategic planning for businesses and organizations.
  • International financial sector reform for multilateral and bilateral agencies, with particular focus on structural adjustment operations, lines of credit, and specialized non-bank financing for market development.
  • Research and dissemination via publications in internationally recognized journals, the World Bank and other sources.

Professional experience includes the following highlights:

  • President of Michael Borish and Company, Inc. since 1996 where he has overseen dozens of projects involving banking assessments, financial sector reform, private sector development, lines of credit for SMEs, and numerous publications. Assignments have included visits to more than 60 countries across the globe.

  • Financial Analyst at the World Bank from 1993 to 1996 where he worked on financial sector adjustment operations and designed lines of credit and investment operations in Albania, Bosnia-Herzegovina, Croatia and Poland. Mr. Borish also collaborated with staff to publish three discussion papers on financial and private sector developments in transition Europe and Central Asia.

  • Senior Consultant and Chief Financial Officer at J.E. Austin and Company from 1989 to 1993, where he directed private sector assessments in Africa and served as the company’s CFO.

  • Financial Advisor and Credit Specialist for Technoserve (Ghana), Inc. from 1987 to 1989, a private voluntary organization specializing in business management services for agricultural cooperatives in developing countries, where he managed market surveys and feasibility studies, developed financing plans for cooperatives, and trained local staff. Mr. Borish also directed an influential rural finance study during his tenure in Ghana.

  • Credit Analyst for Continental Illinois Bank (now Bank of America) from 1985 to 1987 following the bank’s restructuring, where he assessed business and financial risks of large Florida-based firms and played a support role to senior staff in marketing relationships.

  • He has lived and worked in more than 60 countries since 1985. He is a former Peace Corps volunteer in Morocco, and is currently a member of the Canadian Institute of International Affairs.

    Clients have included the World Bank, International Finance Corporation, U.S. Agency for International Development, the Canada Mortgage and Housing Corporation, Caribbean Development Bank, Development Finance Limited (Trinidad & Tobago), Chemonics International, Abt Associates, Deloitte Touche (Emerging Markets Group), KPMG/The Barents Group (now Bearing Point), Price Waterhouse Coopers, IBM, Kreditanstalt fur Wiederaufbau, and several other private companies.
